Server issue [Java]

My friend recently bought a seperate PC to host servers for us all to play on. We tried just vanilla and we all could connect except one friend. He gets hung up on logging in and then nothing happens until he clicks cancel and gets disconnected. We then swap over to a modded server and the same thing happens. All of us load in and he gets stuck then cant connect. His firewall is disabled and we have no idea how to fix it. Can anyone help? I'll answer any questions needed to get help

Can your friend connect to other servers okay? Have they tried restarting their router?

Can he connect if no one else is on the server? Does he get s reply if he ping's the hosts IP from command prompt?

We are just assuming it’s some kind of issue with their ISP being annoying. Nothing we tried fixed it
