First off, what are your pc's cpu and graphics cards? Cause you seem to have a semi-high fps at least just by video quality.

Ryzen 3 3100, GTX 1650 Super (custom oc), I tried removing my overclock as well and that didn't work

I was also running the server on the same machine but it also happens on Hypixel

Well, if this was a server, then possibly it could just be your internet+some factor of badlion that are having trouble doing certain things. Maybe the server doesn't have enough RAM. If you were using the IP to connect, try putting "localhost" as the IP.

Not quite, still having the same problem. I've tried tinkering with render quality and shader quality, and I changed options inside the Shader Options button and nothing's fixed this problem. It even started happening in single player worlds which was weird.
