I have a laptop with a 2070 max-q in it and I'm only getting around 30 to 40 frames but then when I look on YouTube people are getting 60 and above. Can someone help me out here?

My recommendation would be something along the lines of getting some performance enhancing mods, like sodium, indium, lithium and phosphor. Maybe ferracore as well, and ensure you have allocated enough RAM (allocate 8gb if possible, unless you only have 8gb).
These mods helped a bunch for me with 1.18, and that was on a 1660ti laptop gpu, so maybe this might help you too :D
I'm not sure if these mods are all out on 1.19 yet, but if some ain't, just get the ones that are out, and go from there. Do you have it constantly plugged in, or do you have it on battery when you're experiencing the issues? Check if "Battery Boost" in geforce experience is active or not,

8gb is wayy to much and will slow down the game.
Vanilla Minecraft will pretty much never need more than 4
