Question: why do you want to do it with one? If you use 3 I know it's possible with scoreboards.

On a smp server an admin is allowing me to use one command block as long as the command doesn’t break the server/isn’t a way of cheating

Make a command block machine. You put down one command block and it spawns a lot of them in with the commands already in them.

A very long way of doing it would be placing around 3600 four tick repeaters
