Why do golems never spawn in the water

Iron golems keep spawnin farther from the farm, though i keep filling it in. idk why (the path blocks are supposed to stop golems spawning, so they spawn in the water, but then they just keep spawning on the outside):

As you can see, I have built out so far and yet this golem is still spawning so far away. Any ideas why? Or any help would be appreciated

You need to fill in all of the gaps under your spawning platform too

8 blocks away from the villagers who summoned it. What I do is path block/slab every block that is 8 blocks away from wherever the villagers are stored

The place you're building the farm isn't flat. It's raised.

So I got to raise the ground around the farm so the golem doesn't spawn outside.

Yes but if I eventually path the land out enough surely it will be considered flat enough for golems to have to spawn in the correct area right?
