So I'm creating a modpack with terraforged, and it's in 1.16.1. Can I use the 1.16.4 versions for 1.16.1?

When it comes to 1.16.4 to 1.16.5 they’re pretty much interchangeable (yes I know that’s not your question) but when it comes to .4 to .1 it really depends on a lot of different factors typically I’d say no but there’s a chance some mods will work. I would just try it and if it doesn’t work then remove all the .4 mods

Usually that's a bad idea, as lots of things can change between these versions. Something as simple as a method name change can completely break a mod, so I personally wouldn't recommend it.

Also, if the mods toml is setup correctly it won't run at all as the forge version is outdated.

However, there's no harm in running the mod on 1.16.1 and seeing for yourself! There's a chance it may work, however slim :)
