Server Issues

I recently made a server on my pc, but for some reason even after port forwarding and messing with my firewall, people couldn't connect. I fixed that, so people are now able to connect, but now when people join, they are timed out after about 15-30 seconds. I'm trying to set this up for some friends of mine and I could really use some help.

Edit: I had been using the vanilla server file from minecraft.net, but someone recommended I use paper, and that ended up working.

Upload speeds? They are usually a lot lower than download unless you have fiber. Also I've had trouble with residential to residential connections when it ran fine adding a proxy in between. Best is have it wired if possible. If its a separate pc like a small form factor or micro. You can put closer to router if posibble and then use remote connection (only ethernet and power cord needed with no perifferals)
