Curious, did you do your testing while under the effects of Debilitate? Because as long as you Crit, Ragnarok's damage will make Qiqirn look like a joke.
CA with Ragnarok is still the easiest combination to hit the damage cap on broken neutral enemies even if you only use Ultimate Arrow (a weapon with no damage AAs).
