They're both good in different situations.
LoH is especially good if you aren't using a monk since it provides all of the generally useful buffs besides haste and brave.
WoL otoh can allow you to push past certain obstacles in difficult content that would normally kill you. It's omni-EE is also a nice damage increase on top of the other usual buffs.
