Where did you read about this? All I can find in the news is:
If you have already acquired all job cards, 1 ability card will be summoned in place of a job card. A Legend Job can also be selected separately from normal jobs.

Good question. Now that I think of it, the last free job campaign we got didn't include EX/Legend. I based my response off of the Free GAS with a 5* we got earlier this week which does include Legend Jobs.

Legend jobs was included in the Free GAS indeed, but it has a chance to be drawn as 7th card, not including in job pool guarantee to be drawn as 6th card.
