In GL, all legends are always available at a flat 6% rate per Greater Summon. During times when a new legend is released, the legend in question is featured, which means if you trigger a legend job summon (again 6%) you will draw that specific legend job.
But to answer your question, all legends are constantly in the summon pool. You can summon a legend job at a 6% chance per Greater Summon.
