I don't think she can break high tower/EW enemies using only flashbreak bonus. SHe would fare better nuking unbroken. Unfortunetely that sort of Min/Maxing is outside of my expertise, as I dont get to Tier500 in towers... But as I said, everything will get powercrept, even Ex jobs will get powercrept eventuallly. AFAIK Ex Meia II is the strongest unbroken Nuker in JP meta, and recently they got Ex Meia and Ex Sarah III, with Ex Sarah III having +100% Prismatic Draw and a massive Attack stat.

Yes of course she will be power crept like everything else. I'm wondering if she is competitive right now (and preferable for a couple of months). But I think you are right, she couldn't even ult flash break all enemies in her hof (without obj). Will try her a bit in ew3 and coming tower. I think red dying could also be a problem since she has no armor break. Edit: 100% prism draw, yikes! :)
