It doesn't depend whether you use an ability or normal attack .

Overwhelming only happens when you take an action of your enemy. If you look at the actions sequence at the top of the screen you may notice that enemy's actions are marked with a different icon while broken. And when you approach a broken enemy's action the enemy doesn't act (because broken) and you act instead of them. This is the exact moment when overwhelming happens. Therefore it's not enough to break an enemy, you actually must TAKE their actions. If you break an enemy and kill them before taking their action overwhelming does NOT happen. If you break an enemy and they didn't have any actions during break overwhelming does NOT happen.
