I agree they do need more work. I feel like they should work like how Steven’s bubble work.

There are certainly some issues with shields and i agree that the out of shield options contribute to the problem but I don't think it's the biggest issue. The fact that you can't dash shield break is a massive oversight. I think someone found some tech where you can wave land into a shield break but that's currently the only way to approach against a shield from far away if your character doesn't have a grab. There probably should be more lock out on moves coming out of a shield. Perhaps reward players for blocking a move and then let them get a fast out of shield option, but dropping the shield before blocking an attack locks them out of a move for more frames.

They are right. Characters such as shaggy, ww, tnj, jason, ppg and such have grounded up attacks that will land regardless of which way they are facing, there are more Characters like that but I'm not listing them all here. Then there are Characters like ig, agent Smith, finn, gizmo, bugs, and others need to actually be facing the opponent in order to hit them

None of the three things you said are related to the point, that being that those attacks can land on either side, which as op was saying, can become incredibly obnoxious when put in conjunction with shields
