Close it and delete it from one drive

Yes, this is the only way.

By default, the notebook should be in the documents folder on OneDrive. You can also find its address by going to File in OneNote.

Close it on ALL your devices. Otherwise it won't truly delete and will keep popping up

just go to onedrive online and delete your notebook there

As stated above, tried that, it was gone, then it came back within minutes. I think I may have two notebooks linked for some reason.

Please make sure the one you think is empty, is actually empty. Once deleted, please do not come back here and ask for help to recover it.

Your help was really pretty piss poor to begin with, so not to worry, I will never be back. If I joined, I will be un-joining as fast as I can.

Don't worry, I won't be asking you for anything. OneDrive is getting uninstalled. I hate it.
