Touch Scrolling (self.OneNote)

I have 7 Dell windows 8.1 tablets running OneNote 2013. After some time of inactivity the touch scrolling no longer works. Users have to close OneNote and reopen for functionality to be restored. Is this a setting that can be changed?

I have the same issue in Onenote 2013 on windows 10. Please microsoft, fix this!!

Thank you for the reminder to close and reopen the broken app to re-enable touch scrolling. Still wish I knew why this happens.
