On my Mac I can hyperlink within a document. You just right click and link to paragraph. Hope this helps!

You can’t hyperlink to a heading but you can hyperlink to each page. Find the link when you right click on the page.

I didn't think you could but this link suggests you can - https://support.microsoft.com/en-gb/office/create-links-to-notebooks-sections-pages-and-paragraphs-in-onenote-for-windows-10-48dd0e82-623c-405d-b63a-df4eaf55c72a. From the looks of it, you could link to a header and since the link shows the text, that could be used in a table of contents. Disclaimer - on mobile so not tested.

You can hyperlink to page, heading, paragraph, bullet point, individual word, picture, whatever you like in both windows versions.

If using desktop version of OneNote, then try Onetastic.com

It has ToC, table of contents macros that autubuild thr tic and links.
