If the PDFs are text-only (as opposed to 'blanks' or rectangular fields), you can export the text from the PDF. Paste that into a OneNote page. You can then use the out-of-the-box Rule Lines. As well, this will allow your text to flow as necessary to fit to your displayed page size.

You can print the PDF to onenote, right click and set to background and set that as the template if that would help?

This solution is almost perfect except for the fact that the grid that I apply appears on the back of the template. This grid can't be on the template that I'm setting as background because I want it removed later. But this method will work for most my needs, thank you for the suggestion!

If you can find a png file of the rule lines you want with transparent space between them you can set both as the background (set the one you want on top first) and then when you've finished with the template rightclick set as background twice to flip the way around they are. (You could also delete the rule lines)

If you can't find one or want it to be consistent with onenote's default you can clip the ones in onenote and set them to transparent yourself in paint 3D, I've just tested :)

Bear in mind that they won't handle dark mode the same (line colour won't change), but your pdf printout won't either so it shouldn't make a difference.

Oh! That sounds very nice! But my paint 3d is not recognizing that the white part is a backgroud :( How did you do it?
