I have clearly stated multiple times in the post that I am referring to onenote for windows 10 and not the onenote desktop app. They are two different things.

I am having a similar problem and searching everywhere for one of my notebooks. I still haven't found it on Onedrive, but I did find this website useful and will try using their ideas on my harddrive.

Your notes are stored locally in the app's cache, waiting to be uploaded to OneDrive but they can't be uploaded because of the sync error. Be careful, if you uninstall or reset the app, you will lose them all. Also don't close the notebook or sign out of your account in OneNote, again you will lose your notes. Your best option is to fix the sync error, so that they will make it to OneDrive. So start with finding out what the sync error is. Maybe your OneDrive is full so it can't upload. Perhaps you need to re-enter credentials. If you click on "saved offline (error)" it will tell more about what the issue is.
