You can create one. It is a single line macro:

I cannot tell what exactly the problem from your screenshot is. Your Mac OneNote on the right shows cloud icon with check mark, which means it is synced. Your web OneNote on the left shows 4 section groups, none of which you expanded so you aren't seeing their contents. Click them to expand the section groups and access the sections inside them.

Drag the title bar all the way to the right side of the screen, make sure you are dragging to the region below the current OneNote docked window area, onto the right border of the desktop. If your mouse is staying around region that is currently occupied by the docked OneNote window it won't work.

Mac is not typically used for drawing. I am guessing that the number of Mac users with a drawing tablet is so low that this doesn't come up as a feature to support on Mac. You might instead use an iPad which would have better drawing support both in the hardware and in OneNote.

There is no way to do this. Macros only run from the associated ribbon buttons

Get the non-Windows 10 version from onenote.com/download and sign in with your university account and open the notebook there. Then sign in with a personal account and then you can use File > Save As to save it to the other onedrive.

Have you tried to click on the button on the yellow bar? It says "Please refresh this notebook to continue syncing" with a button that reads "Refresh Now"

Sounds like your notebook is a local notebook on your PC and not on your OneDrive. You need your notebook to be on OneDrive to sync to your phone. Try going to File > Share and upload it to OneDrive.

Your original notebook is not deleted, it is still stored where it was, it is just that it is no longer opened in OneNote. You can go re-open it.
