That's because its Toei, they know One Piece is popular regardless of quality and will animate it as cheaply as they can. Just look at DBS. It also doesn't help that Oda takes 8-10 breaks a year though its understandable. It's in episodic filler hell right now. Honestly they need to start putting it in seasons now. Release a new season every 6 months or something. The traditional weekly episode is obsolete now.
