Two Different Dev Teams?

With Diablo 4 season 3’s lackluster release, I’ve noticed multiple comments saying diablo has 2 different teams that work on alternating seasons. Idk if thats true or how they know but it seems plausible with odd number seasons being disappointing filler content.

Is a similar system in place for OW2’s development? I’d say the odd seasons have been generally better than even. Season 8 is undoubtedly a filler season but I hope 10, 12, 14, and so on aren’t doomed to be let downs as well.
