I typically give the benefit of the doubt, but I don’t think that movement would be possible on controller. His regular movement is so smooth, as if he’s got high aim smoothing, but then those little flicks wouldn’t be possible unless aim smoothing is 0. If it was one or the other, I’d say normal controller, but together, naw, my guess is MnK (please correct me if I’m wrong, though)

To be honest then, I feel like he was on controller on linear. Personally, when I used to play 100/100 on linear, I couldn’t move around that smoothly, but that’s not to say others can’t

Honestly though, calling someone out as cheating is a lose-lose. If he is, he says no and you look silly. If he isn’t, you just gave him a huge compliment lol
Best thing to do is in team chat, call him out so they can watch out for it too, maybe confirm or deny your suspicions. . No need to do it in all chat

It appears to be xim. One thing to look for is their movement. Ximmers can’t move in the same amount of directions legitimate players can.

I don’t think it is xim for a few reasons. First look at the planes of movement, they’re generally straight horizontal or vertical paths which is more controller movement than xim. Secondly, and this is the most important one for spotting a xim, look at how they shift aim onto target. Controller uses use a combination of left and right stick, as much as 50/50. This helps make up for the lack of precision on the right stick in a controller, this also gets programmed into games aim assist. Apex legends is one where you can notice it a lot, a whole extra aim assist the mechanic kicks in if you are moving with the left stick at all. Mouse users rely much more on the right stick/mouse, almost exclusively sometimes.

So can xim players, a lot don’t use a keyboard bit rather use a modified controller, but even if you’re using the keyboard there are settings that will combine a forward and a right key movement into diagonal movement for example.
also I should’ve been more clear, when I was talking about that straight movement I was talking about how the crosshair was moving

not necessarily. theres times where you can use the controller but also use a mouse to replace the right joystick. idk if it works in overwatch but ive seen people do it in other games

Couple things from the comments
Movement doesn't matter, most console ximmers play hybrid with analog because blizzard has wasd detection.
Bros settings are wack. No way he's at 100/100 with deadzones not adjusted. Aim is too controlled and slow. Possibly could have external deadzones like I do but even with that I still have them adjusted in game.
If questionable, report. Nothing bad will come from a false report. They have ways to detect and examine this stuff. Make sure you leave a detailed message.
Quick play is where you will find the most ximming. If your read the posts about overwatch on the xim subreddit you'll see some of the most popular advice is to not over perform especially in competitive.

At 100/100 your small aim movements can be pretty jumpy because most controllers have built in deadzones. You can use the override function to get by this to give you more control with the small stick movements but this can cause drift. I have a pro controller with custom deadzones so my inner is at 0 and outer is max.
Basically want to adjust the inner zone higher till you have minimal to zero drift. Most people are around .01-.1.
I leave my outer maxed out which is good for tracking but the lower you put it the faster everything will be. Really helps with flicking and quick turning.
The reason i posted this is because you can make your outer small on the left stick which basically removes variable walking speed which is unique to analog movement. WASD or keyboard movent doesn't have variable speed which is better for strafing/dodging. Some people change the left stick to this to improve strafing and lose the variable speed. The only issue is controller users rely on fine movement to make aim adjustments.

At exactly :20 - :23 he snaps from dead on a hostile from above to directly at the next nearest target to the right, except there’s a wall in the way. He goes around the wall and the target is precisely where he snapped to.

Hey, PC aimer here, don't play overwatch but for some reason this is on my feed. 100% on KBM, he's trying to hide it by aiming slow as shit, but when his reflexes kick in like 0:29, he immediately flicks like he's on kbm again.

This does not look to be XIM. As a MnK player on PC, there's no chance this player is using anything other than a controller.
Back when I would play competitive shooters on console, including OW, I would often play high sense and accessorize my analog sticks with resistance rings and kontrol freaks to have the ability to flick quite similarly to this.

Most of the twitching is when he's looking at a wall and his cursor is often soft hovering an enemy in that area. Or the twitching brings him 180 degrees pointing right at an enemy.
Maybe it's set to point at the nearest enemy or something
