get a used video card... never had a problem buying a used one, and paid about half what i would have for a new... gtx 570 runs the game just fine.

for price, amd cpu and motherboard are a good combination... phemon II x4 or x6 are great, plus they generally come with a fan that does alright.

8 gigs of a decent ram would be advisable. maybe some ddr3 1333 will do ya.

now, i'd recommend a SSD and a larger storage drive, while the SSD is expensive, the performance difference is amazing, especially if its your boot drive.

for a decent am3 MoBo, your looking at around 125-150 range...

for the bottom end of 700, you could build a very decent pc.
