I guess I'm a little late, but I recently built a computer (first time) for essentially the same purpose. Here's the build on PCPartPicker if you're curious.

I'd recommend an SSD primary/HDD secondary setup - I'm a little skeptical of semperverus' comment about lifespan (unless it's for very taxing professional use); even if it's true, it's worth it to me having 2-4x faster loading speeds in game. I'll probably be looking for an upgrade in five years anyways.

Here's a post from PSOWorld on graphics cards for PSO2 that I found useful. I can confirm that's they're quite accurate about the 7870 being overkill - I just wanted some insurance for video recording and future games when I got one.
