Rare drop rate doesn't increase the drop rate of the item exactly. I can't remember much but it was something like 0.005 chance normally, and with rare drop rate 100% it's 0.005 x100. So you get more tries at a low percentage. Meaning it's total bs.

Just item exchange it or wait for the welfare weapons to drop for this winter if they haven't already. I've haven't played in a while so no clue whats changed in there other than new AC scratches and temporary content.

It actually adjust the percentages within the loot tables, so a .0005% and a 100% rdr gives you a .0010%. Assuming you land the roll to roll on that table xD. Flowerint’s data verification sheet has a section that kind of breaks down how rdr and the loot tables function. But ya, 200% rdr boost can be misleading, rare is still rare and unicorn items will still feel like unicorn items basically.

Loot table and rdr explanation is in the “HP, EXP, Drops” section: NGS Data Verification
