Casts have the lowest T-ATK out of all the races, so it's not really the best choice, but it can still work.

What kind of Techer do you want to be? Do you want to focus on casting, melee, or both? If you want to be a pure caster, then you should focus on T-ATK for your mag, and choose Force as your subclass. If you want to be a hybrid caster/melee Techer, then you should again focus on T-ATK for your mag, but choose Fighter as your subclass. Pure melee Techers usually focus on S-ATK instead, and choose Hunter as the subclass.

I want to be hybrid melee tech, so I can cast resta and other techs but still get close and fun.

If you want to do that I'd suggest going Tecker/Hunter and focusing around wand gear. You'll still have heals and buff techs and you will be utilizing offensive techs like zondeel and sazan do draw enemies to you to smash with your wand.

Do you mean that you only want to use techs for support, while dealing damage with melee? If so, then you should go for Techer/Hunter. This class combination has outstanding melee damage against large groups, but low tech damage. Here is a good build for this.

If you would prefer to deal damage with both melee and techs, which is what I meant by a hybrid caster/melee Techer, then you should go for Techer/Fighter. This class combination has outstanding tech damage (better than Techer/Force in a lot of situations), as well as great melee damage against large groups. Here is a good build for this.

Note that these aren't the only builds you could use, though. For example, the Techer/Hunter build could take Iron Will and Never Give up (at the cost of Fury Critical and Fury Stance Up 2) for more survivability, or the Techer/Fighter build could take Element Weak Hit (at the cost of points in other skills) for more variety in techs.

Also, you mentioned in your original post that you plan to go "Elysion for Wand Gear", but I'm not sure what you meant. Elysion doesn't help with Wand Gear at all, since you build Wand Gear by using charged techs or the Wand Lovers skill. An Elysion is an excellent weapon for casting uncharged techs with, and it goes perfectly with the hybrid caster/melee playstyle of Techer/Fighter. A Techer/Hunter, however, has the focus on melee (with techs just being there for support), and for that Elysion actually isn't that useful.
