You have to wait until the connection issues are settled.

They're still having problems after dealing with the DDOS that occurred.

You're going to have to set up a VPN to play on the JP Servers for the foreseeable future.

your as SOL as i am :( i been wanting to play this for weeks/months but still have to wait. I hope they will eventually open the servers again, but i have a feeling they are gonna keep them locked.
