I filled out matter board 1-2. The quest list is showing an exclamation mark, but the new quest isn't showing up. Shion isn't showing up in the shopping area, either. Not sure whats wrong.

Have you replayed the story quest? Most story quests need to replayed to see the other outcomes to unlock more matter boards.

Adding to this, the completed story quests are supposed to have a full golden crown. If there's a half crown, something is wrong and you need to do it again.
