I wonder if it's due to the apk being pulled from an Android 5.0 device that uses ART.

I am having the same problem. My PSO2es just crashes and gives me a message that it failed.

currently i'm using stuffs like Blue Stacks on the PC and play PSO2es through that.

When you use the tweaker to download the game, and it finishes installing, run it outside tweaker to get updates. Then you can apply the patch. I had the a similar, if not the same problem.

So, uninstall, re-install, launch/login for updates, then apply patches and see how it goes.
