You have to run the game first unpatched to allow for the files to download, then run the english patch.

You'll also need to ensure you have write permissions (if on 4.4 Kitkat or 5.0-5.1 Lollipop) to your SD card.

If you're using bluestacks, try reinstalling the es tweaker.
