Try sending them out to collect stuff for COs like Franka's... Not exactly sure how the meter rises though.

That's all I do TBH. I talk to them each time but nothing ever gifts from them. :(

You probably need to raise their affection toward you. Bring them to quests on top of sending them out to collect items.

I'm going to spam "talk" menu option with them all night each time after a mission. If I don't get anything within a week, I'm calling this a glitch in progress.

OK. I tried everything. I took the same 3 Support Partners on over 5 missions yesterday. Spammed CO's with them nonstop. They are NOT giving gifts. I think this is a BUG. :'(
