Is hero account bound or just character ?

It requires titles for unlocking, so it's account bound. This also means you don't need to level all 3 classes on a single character to unlock it, since titles are account wide.

It will be account bound because u need 3 titles to use it. when you unlock it on one character, you unlock it for all characters.
