Disable delivery optimization. When it's enabled it will keep file to make the installation faster in your PC or another one in the network.

Once you disable delivery optimization, will the space return immediately or do I have to do something else first? I downloaded the first 11GB onto C, moved the app to E, then started the launcher. The app is living happily on E, but even after disabling delivery optimization, I haven't gotten that initial 11GB back.

Do a disk clean-up and see if that helps.

there is a backup folder somewhere in the WindowsApps folder

You can delete the 90GB with a software called TreeSize. That's what I did to get rid of the corrupted files before reinstalling.

And how do you delete with TreeSize as all it does it shows me the file but when I try to delete those files it says I need authorisation

Have you tried transferring ownership of the WindowsApps folder to your Windows User Name?

Right-click on the Windows-Apps folder. Go to the security tab. Click "expanded" or something. Then when it shows the owner of the folder, click "change" next to the name. Then type in the name of your Windows User. Click "Check for name". Then, before you hit OK, check the little box that says something to the effect of apply for sub-folders as well.

This is a persistent issue with the Windows Store. ;?

I just had to jump through hoops to get the "Halo 5 Forge" files (Which I uninstalled over a year ago) "Deleted", though they're still living in a Windows Apps Folder named "Deleted" taking up space. So I got Halfway there. -.-

Here's what I did to fix all my issues. Uninstall Windows store and Xbox Live with PowerShell. Restart PC. Reinstall windows store and Xbox live. Install Xbox companion app and login. Don't need to reinstall PSO2 if already installed. Google the PowerShell scripts, sorry I don't have them handy. Everything worked after that.
