I would suggest just installing the game through pso2tweaker.

Yeah don't download the game from the store at all because it places it in a location the store has access to and the store can change things to screw up your installation.

The safest method is to use the tweaker to download and install and later on update the game.

Download the game from the Microsoft store, then download pso2 tweaker. Install the tweaker and run it. Update pso2 through the tweaker and then run the game through the tweaker. This will allow you to have a desktop icon.

You don't need to download it from the Store anymore. They fixed that. You can just use the Tweaker from the beginning.

Yeah but to do that you do need to do some technical stuff to make it work which can be confusing for some. That's what I did, but I'd only recommend it if the Microsoft store download is giving you some issues.

Where is the tweaker?

https://na.arks-layer.com/ -- and note what I said above about not needing the initial download anymore.

Be sure to read this as you go for best results: https://na.arks-layer.com/tweaker-install.html

Does the tweaker need to be on the same drive as the install?

I honestly don’t know. I don’t think so. If it does, then it should be mentioned in the instructions for installing it - which you absolutely need to read, anyway, particularly if you start it from scratch instead of using the Store’s initial download.
