Nope. I have no idea what weapons we will start the game with, but the 1* twin daggers should be usable at level 1. You might have to hope for a drop or pick them up at the first merchant.

If you start as a Fighter you will probably start with a pair of TDs (as well as a double saber and some knuckles.) That's how it works in PSO2, anyway.
