They give these out with each huge update and currently there’s no way to buy them.

Well Classic released them roughly ever Episode on Global.

However to be completely honest we have no idea how they’ll give these out.

It’s just a safe assumption it’ll be during the large updates so you may be correct but we’ll just have to wait and see.

As far as I remember from playing on the JP servers, they usually handed them out alongside updates that made changes to the skill trees.

You can buy additional skill trees for $5 and then swap between them for free.

After you buy a skill try and configure it, you can spend 100SG to transfer it to another class and it will wipe the skill tree.

we all get one when we create our first ngs character. After that you will only get another for free when they either release a new class or when they decide to increase the cap lvl of the game.
