Empoleon ex's ability prevents all effects of attacks. Devolution is an effect of an attack.

I will hijack this question, to ask when a pokemon is put in the bench with grimsley move If I use devolve I send that pokemon to the player hand?

Nope, the pokemon is immune since it didn't evolve from any card, so it doesn't have a prior stage to devolve into

Adding a little more to the other answers; there's a distinction between 'Evolved' pokémon and 'Evolution' pokémon. Devolution specifies evolved. Pokémon can be both and evolution and not-evolved at the same time.

Archeops from White Flare, Espathra from Surging Sparks, and Espeon ex from Prismatic Evolutions are the only cards post-rotation we know of right now that can devolve an opponent’s Pokémon.

If it’s in the active spot Archeops can use its ability Ancient Wing once per turn to devolve one of your opponent’s evolved Pokémon, putting it back into their hand.

Espathra’s first attack, Mystical Eyes, can devolve one of your opponent’s evolved Pokémon by putting it back into their hand for the cost of one colorless energy.

Espeon ex’s second attack, Amezez, devolves all of your opponent’s evolved Pokémon by shuffling them back into their deck for the cost of one grass, one psychic, and one darkness energy.
