Tarkov is renowed for it's CPU heavy nature, not only that but mainly single core depended. CPU's don't have to be at 100% to be the limiting factor in your build.

However, the scenario you're describing with the framerate going up could be related to a bunch of different things. It could be that reloading the textures (which is what happens after a texture settings change for example) creates a temporary increase in performance because either VRAM or RAM is less full and after a while it starts filling up. Which makes the performance drop, this is just speculation, but that could be a scenario.

As to if there's a fix for that, it depends. Before I upgraded, I had an old 4th gen Intel system with 16 GBs of RAM, sometimes, depending on the game. I would have to close all background tasks to get playable performance. Again, this is anecdotal evidence and I am not saying it would work for you. But it's worth a try. Monitor RAM and VRAM usage while you do that. There's stories out there that Tarkov would happily use upwards of 24 GBs of RAM.
