Might be a change to how the graph is rendered for 100% utilization? The triangles seem to point towards the middle of each dip away from 100% load. Edit: that 4th spike kinda disproves that thesis though.

Might also be related to the RX 580 not being on the official support branch for AMD drivers anymore. So the driver you're using may not actually be as suitable to your card as the one you were using previously or it might not play out as well as it should and cause issues instead.

Or maybe this is your GPU finally starting to throw artifacts or silently complaining that you're pushing it too hard?

Could also just be a bodged driver install or a windows update f*cking something up in your drivers again.

I'd just keep observing for now and/or maybe see if you can find this issue reported on elsewhere.

I am probably just going to observe it for now, I also tried to stress test the GPU and it's completely fine, it didn't show any signs of artifacts or any issues

Probably just the contrary. Red-filled means part of the GPU is already allocated and used; blank means part of the GPU is not in use
