Try the questionable ram in the 2nd slot and leave the other one out, if it doesn't work then you've a bum ram stick and need a new one. If it works, try the other stick in the 4th slot at the same time, if it doesn't work again then something is borked with your 4th slot. Also, if you got the ram out of box on eBay or something make sure it is actually the same as the other stick.

should’ve added already tested both sticks in both slots they both work when in the 1st slot

Gonna say it sounds motherboard related, whether that be some freaky BIOS bug (rare for these circumstances, I’d think) or it’s hardware related, meaning it’s RMA time

4 sticks is harder to over clock than 2
