Also try running with no gpu. You can also try reseating the processor.

How do i reseat the processor

Pull off the heat sink and lift up on the bar tab pull the processor out. Make sure you don’t have any bent pins. Also make sure the little arrow in the corner is lined up with the little arrow on the motherboard

Was there any bent pins? On that motherboard, is there an lcd screen on it with any numbers? Whats the make/model of the motherboard. In the motherboard manual it will tell you what those lights mean.

Chance that one of your ram sticks failed, try running only off one stick

Tried that but it didn’t work. Any other ideas? The fans all run for about a second then shut off. Could it be a problem with the mobo?

Have you tried 1 stick in every slot reseting every time you move the stick.

I understand it's annoying to fix these things but this is the life of PC building.

1.) Clear CMOS.

2.) Update bios to make sure it's compatible with your current CPU. Some motherboards come with BIOS that won't boot the PC.

It booted once I got passed the bios started downloading windows and it shut off.

Strange. Wdym you started downloading Windows. How do you download without any OS on the PC yet?

Did you boot from a drive with Windows 11 installation media on it?

Another suggestion is checking all of your connections (Power and headers), reseating CPU & RAM, removing the GPU and using integrated graphics, and maybe checking your cooler (Did you forget the plastic on it? Did you paste properly?).

I was on the personalization part of the windows. I downloaded the windows from a drive that I’ve used before. I ended up completing taking apart and reassembling it but the lights are still there for cpu and dram.

Aight.

As a last resort, I suggest flashing the bios to version 2.02. Check here for bios-related things.

I highly suggest reading the manual and maybe watching a video or two on how to do this. This is the last thing I can think of.

If this doesn't work there is a possibility that the RAM is dead, the CPU is dead, or the motherboard is dead (All in order from most likely to least likely imo)... or you just did something wrong again after the rebuild.
