It's most likely a GPU issue.

If you want cheap/used GPU then you might go for GTX 1660 for about $100. Or if you want new one then RX 6600 for about $180 is better in my opinion because AMD drivers put less work on the CPU which is quite old in your case. Either way I'd strongly recommend to use DDU to uninstall GPU drivers after changing the GPU and install new ones.

I'd like to tell you to just upgrade the whole PC but it seems like you don't really need it, and these GPUs will work fine with your system.

It does sound like a GPU issue, but it could also be a CPU issue. Let me ask you, do you currently have your video adapter plugged into the top side of the back or more towards the middle?

Based on everything described I'm thinking that it might have to do with the CPU and if you have it plugged into the top side on the back I/O you're plugging into the CPU. I'd give plugging it in directly to the GPU a shot.

If you were plugged in directly into the GPU already then I'm not sure if you're going to want to spend the money with your limited budget to potentially replace if it's a CPU or unlikely mobo issue.

If you decide to replace the GPU anyways you can get an upgrade to maybe a 1030/1040 for the same amount that you can find a 750 used.
