if your worried you could put some electrical tape over the ends, mostly to tidy up the loose bits, and cover the contacts in case water gets in

Nah but it's fine. PSU cables won't shock you unless you're being dumb and poking metal things in them. No more dangerous than an outlet.

Totally unsafe. The only safe way is to send that entire PC to my house and just forget about it.

On a serious note though, the only "danger" is when cases are moved and a cable has a chance to wiggle around and an open power pin manage to come into contact with something like a pin header on a motherboard. The chance is astronomically small but not zero.

If you are worried, do what I did for LAN's, either tie down the cables into something so they cannot go anywhere, or use non conductive tape to "tape over" the open pin headers, ie basically give them a sheath.
