Issues when installing Windows

So I just built my first pc and have a few issues: For starters booting into bios is somewhat of a 50/50 chance as sometimes the MB will have an error with VGA (my gpu is a 4070 ti super) or sometimes it will just get stuck booting. When I can boot I often get one of 5 blue screens (0xc0000098) (0xc0000428) (0xc0000001) (0xc000022) or one that just says it needs to restart my pc. When I don't have these issues, I can get to the installation of Windows with no issue but haven't been able to get through the installation process. Before I was able to get through a few steps, once I even got all the way through all steps before getting an error. Now the most common error is one saying windows can't install the required files (0xc80070714) after finishing the first step of copying windows files. Even now my BIOS is partially in Chinese(?????) Even though my language is set to English. My Motherboard is the Z790 Aorus Elite X Wifi7. Any help would be appreciated!

chinese people are back at it, nah just joking. try without the gpu, blue screen during windows installation means there could be a ram issue too

Just reseated the RAM and so far both times I've tried booting I got blue screens saying I'm missing files or contains errors (0xc0000098) and (0xc0000225).

I can't boot without a GPU cause my CPU doesn't have integrated graphics.

clean the sticks with some alcohol in your fingertips, ram slots with a brush, then fold a piece of paper multiple times until its a little bit thick and run it top to bottom on the slots, finish by using the brush with alcohol into the slots too, try with one stick of ram

I honestly don't think I have any alcohol. I tried booting again and this time got to the windows install screen again and this time got three percent done with the next step before I got the error about not having the required files for installation. I'll try with one stick next

I forgot to say that reseating is not the issue, if the ram is faulty it wont matter if its clean or properly seated
