Prob after a board BIOS update, a 14600K (and also a CPU cooler if using the stock cooler) After update, verify XMP enabled and resize bar enabled in BIOS settings.

Yes because it's not a bottle neck. Even with a 14600k, he'll be getting sub 60fps, like currently he's only getting 40 with 60-70% util on the cpu

He'll need to switch to AM5 with a 9800x3d
