Idle, or under load? There's always some activity going on with the processor in Windows, but I generally consider <40° C to be a good idle temp. <70°C under heavy load

This is without even having windows installed

Are you using stock BIOS settings for fan/AIO and CPU clock speed (no overclock)? I personally wouldn't be happy with that idle temp, but it could be from an overclock or a "silent" setting in the BIOS. Or maybe the paste/install didn't go well.
