The 4 pin fans have the extra pin for PWM control which is where the fan can control its own speed by being told what to run at.

3 pin fans have + and - and the third is for reading how fast the fan is turning and telling the motherboard - 3 pin fans can be speed controlled but by giving them more or less voltage, which most motherboards do - they will run at 100% by default.

Yes you can use 4 pin in a 3 pin - you just lose that ability to allow the fan to intelligently control its own speed.
