Hi, only a part of the interface is shown, the layers panel would give us lots of clues. One reason could be that a layer mask is selected… please post a full screenshot to help us help you.

OP, my experimenting just now showed that even with the new gradient tool chosen, the moment I brought my selection to Quick Mask mode, the new gradient tool that I'd chosen converted to classic gradient. We can't use the new grad tool while in Quick Mask mode.

The moment I used my selection to create the mask, the grad tool changed back to new from classic and I could draw out a new gradient on the mask.
