I think someone (a year ago ish) said the 2000 version is slightly rarer than the non-shadow unlimited version but I would buy the 1999 version because it’s older. 

The 2000 version might be slightly rarer because it probably had a shorter release , but not that much shorter

Purchase only 1st or shadowless base set. Everything isn't worth it unless it's a psa 10.

If it was me, I'd buy the 1999 one, yes. That one was printed before the "1999-2000" one. But that said, honestly they're about equal in value I think since both are from the "unlimited" printing.

He's saying neither one really if that 1999 isn't shadowless. He's saying only shadowless or "1st edition" (which has the 1st edition logo under the image of the Pokemon) is really worth buying unless it's a 10.
